How were the decisions make and who made them?
Usually the decisions were made by the emperor of the ancient China. Usually there were some government council meetings for the emperor and the officials to discuss. The meetings were hold in the Imperial court before the big decisions were made. But when ancient China was made up by small cities, the decisions were made by the leaders of each city.
How did the Emperors get to their position of power?The first verifiable emperor in ancient China appeared during Qin dynasty (BCE 221-207), who was called Qin Shi Huang. Where 'Shi' means Oranginator, and 'Huang' just means the king.

Often when the current emperor died, his oldest son became the new emperor. But it doesn't always happen this way, some of the ancient emperors were not satisfied with his sons so they chose a person who doesn't have any blood relationships with the current emperor to be the next emperor. Sometimes there were even disputes over who should become the next emperor and rivals were killed or the wars began.
